A detailed warning was released this week by a coalition of former Environmental Protection Agency (EPA) executives and research scientists organized as the Environmental Protection Network (EPN), as detailed by The Verge. According to the independent group's report, the stated political objective of making the United States the undisputed global hub for AI is coming at the expense of the agency's primary statutory mission: safeguarding human health and natural habitats.

The EPN report: thirty targeted rollbacks

The core of the dossier outlines regulatory rollbacks enacted since the start of 2025. The report catalogs thirty specific federal policy actions that weaken environmental protections, thereby amplifying public health hazards directly linked to data center expansion. Of these thirty actions, seventeen explicitly mention artificial intelligence or directly target compute centers and semiconductor manufacturing facilities.

The White House AI Action Plan had already laid out an explicit framework to bypass and dilute provisions under the Clean Air Act, the Clean Water Act, and Superfund toxic cleanup statutes. The explicit rationale was to bypass permitting bottlenecks and fast-track grid interconnection, but the actual outcome has been the erosion of baseline protections governing air purity and watershed contamination.

Dedicated gas turbines and PFAS: the hidden pollution of chips

The environmental footprint extends far beyond the perimeter fencing of server warehouses. The immense electrical draw demanded by modern GPU clusters cannot be met at the required deployment pace solely through renewable generation, which often faces interconnection delays and transmission constraints. As a result, regulatory waivers have opened the floodgates for dedicated natural gas-fired power plants and on-site fossil turbines installed exclusively to feed technology parks, emitting substantial volumes of particulate matter and nitrogen oxides.

At the same time, surging demand for advanced AI accelerators has accelerated the manufacture and consumption of per- and polyfluoroalkyl substances (PFAS). These persistent compounds are critical for cutting-edge photolithography yet remain notorious for accumulating in human tissue and ecosystems. With federal toxicity evaluations facing rollbacks, EPN analysts emphasize that downwind pollution and chemical exposure inevitably spill well beyond the municipalities hosting the facilities.

The push for a health pledge and federal resistance

In response to these developments, the former EPA officials presented the administration with the Data Center Health Protection Pledge, urging a formal commitment to public safety. The proposal calls for mandatory real-time emissions disclosures, continuous nitrogen oxide tracking, and strict limits on local water withdrawal for evaporative cooling towers.

However, the operational posture taken by current EPA leadership indicates the opposite course. Widespread workforce reductions and curtailed inspection regimens indicate that AI infrastructure buildout is being treated as an overriding strategic priority, in which environmental safeguards are categorized as administrative friction to be eliminated rather than essential baselines to uphold.

Selecting compute infrastructure without auditing the real-world energy mix and environmental compliance of upstream cloud providers is no longer merely an ethical consideration—it is rapidly becoming an operational compliance risk.
